LCD TV Rating

How do I get my LCD tv to stop blinking while hooked up as a second monitor?

information- Video card: ATI Radeon X1270 Tv Model: Proscan 40LC45S57 brand new cable linking them have tried ever possible resolution/refresh rate combination possible, on computer only refresh rates available are 59 and 60, on the tv 60, 75, and 85... if on anything other than 60 the screen goes black am I missing something? I can't think of anything else to do to make the blinking go away! :(
